1. Purpose of Policy Standards
The Colorado Black Civic Engagement Commission (CBCEC) establishes these policy standards to ensure all programs, operations, and partnerships uphold our mission: advancing the civic power, leadership, and representation of Black Coloradans. These standards guide board members, staff, volunteers, and partners in maintaining transparency, integrity, equity, and accountability.
2. Governance & Accountability
2.1 Board Oversight

The Board of Commissioners provides strategic direction and ensures operations align with CBCEC’s mission and values.

All major decisions—including budget approvals, partnerships, and policy positions—must be reviewed and documented by the board.
2.2 Transparency Requirements

Annual reports, financial statements, and program impact summaries must be made publicly accessible.

Meeting minutes must be recorded, stored securely, and available upon request.
3. Code of Ethics & Conduct
3.1 Ethical Standards
All representatives of CBCEC must:

Demonstrate honesty, professionalism, and respect in all interactions.

Act in the best interest of the communities we serve.

Maintain nonpartisanship in all civic engagement activities.
3.2 Conflict of Interest

Any potential conflict—financial, political, or personal—must be disclosed immediately.

Members may not use their position for personal benefit or political endorsement.

5. Community Engagement Standards
5.1 Engagement Principles
CBCEC will:

Ensure voter engagement, civic literacy, and leadership development materials are accurate, accessible, and nonpartisan.
5.2 Program Integrity
Programs must:

Avoid coercive, biased, or misleading practices.
6. Data Protection & Privacy
6.1 Data Handling

CBCEC will collect only the data necessary for program delivery and reporting.

Personal information must be securely stored, encrypted where possible, and never sold or shared without consent.
6.2 Confidentiality
Staff and volunteers must protect sensitive information including:

7. Financial Management
7.1 Budget & Resource Use

All funds must be used exclusively for CBCEC’s mission and documented in accordance with nonprofit financial standards.

CBCEC will conduct annual internal reviews and external financial audits when required.

8. Partnership & Collaboration Policy
8.1 Partnership Criteria
CBCEC will collaborate only with partners who:

9. Safety & Conduct in Public Spaces
9.1 Event Safety Standards
CBCEC programs and events must:

Provide safe, inclusive environments free from discrimination or harassment
9.2 Anti-Harassment Policy
Harassment, violence, intimidation, or discrimination of any kind will result in removal and potential termination or legal action.
10. Policy Review & Updates
10.1 Annual Review

These policy standards must be reviewed annually by the Board of Commissioners to ensure alignment with evolving organizational needs, state laws, and community expectations.
10.2 Amendments

Amendments require majority board approval and must be publicly documented.
